\n- The right to freedom of peaceful assembly may be derogated during a state of emergency under article 4 of the ICCPR. See Human Rights Committee\u2019s General Comment 29, CCPR\/C\/21\/Rev.1\/Add.11. See also the Siracusa Principles on the Limitation and Derogation Provisions in the International Covenant on Civil and Political Rights, E\/CN.4\/1985\/4 (1984).
