\n- There needs to be coherence between the condensed and comprehensive text (e.g. security of tenure constitutes a central component of the right -rather than 'an aspect')
\n- I would clarify in the condensed and comprehensive versions that there are a multiplicity of tenure forms, all with varying degrees of formality. It's already mentioned in passing but it is often a matter of debate as some think tenure can only be secured in a formal, registered manner. While in practice informal settlements for instance can have a certain degree of tenure security and should have that level of security recognized.
\n- As Bahram already says, full tenure security does not arise only or in all cases where there is full private ownership. Tenure security does not equate to a right to private ownership, nor is it limited to the conferral of formal legal titles.
\n- Text after FN 5: The State has an obligation to secure tenure not only through laws but also in monitoring actions by private and government actors with respect to tenure security and specific groups or individuals. (addressing de jure and de facto discrimination)
\n- Structural issue: Reference to IE on Minority Issues's recommendations is made, while no reference to recommendations of other Special Rapporteurs is made in the text of the other posts I looked at. There would be a lot of other references to be made, starting with recommendations by the SR on housing, if one chose so. It just needs to be systematic among postings.
\n- Maybe a list of groups particularly vulnerable to the denial of tenure could be made, and sub-sections adeded(as Bahram suggested - its a bit confusing now). A group that is missing at the moment is those living in informal settlements, who are often denied tenure security, or are left in an ambiguous situation with respect to their tenure security. In this respect and more broadly one could note that groups who are denied secure tenure are also more vulnerable to other forms of exclusion or discrimination (for instance - but this is only one instance- post conflict and post disaster relief assistance often overlooks the rights of those who are not formal owners of individual property.
