Particularly worrying was the overcrowding of the mother and child section in the prison she visited where women in the advanced stages of their pregnancy slept on the floor, and mothers slept on very small mattresses with their newborn babies in an unsanitary environment (A\/HRC\/17\/26\/Add.2). <br \/>\n<br \/>\nIn her mission report to the United States, the UN Special Rapporteur on violence against women noted that following the introduction of mandatory sentencing in federal drug laws in the mid-1980s, the number of women in prison has risen by 400%, mostly non-violent first-time offenders.  This rapid increase has resulted in overcrowding in many facilities, thereby creating an environment which is ripe for violence. (A\/HRC\/17\/26\/Add.5)<br \/>\n<br \/>\nIn her mission report to Zambia, the UN Special Rapporteur on violence against women observed that female detainees, whether in police custody or in prisons, have to endure harsh living conditions. For example, she observed that, the living conditions in the women\u2019s wing of Lusaka Central Prison could amount to degrading practices. Fifty-seven women inmates shared one cell and fifty-nine shared another with two toilets and one shower in each cell for night use.
